The class focused on quarantine and regulated non-quarentine organisms that challenges forest plantations in Portugal.

1. Introduction
•    Concept of quarantine organisms and regulated non-quarantine pests (RNQP).
•    Importance of phytosanitary legislation in the European Union and Portugal.
2. Legal Framework
•    Regulation (EU) 2016/2031 – “Plant Health Law”.
•    Former Directive 2000/29/EC and complementary regulations.
•    Role of DGAV and ICNF as national authorities.
•    Mandatory notification and implementation of eradication plans.
3. Quarantine Organisms
•    Definition and key characteristics.
•    EU list of quarantine pests (Regulation 2019/2072).
•    Concept of Letter of Authorisation (LOA) for movement of material.
4. Regulated Non-Quarantine Pests (RNQP)
